Is the disclosure(1), shipment, handcarry, transmission, or transfer to an entity or person in the UN arms embargoed countries of North Korea or Iraq or one of the countries identified by the  US Department of State as a "State Sponsor of Terrorism," namely Iran, Cuba, Sudan, or Syria?

Under US export control regulations, "disclosure" includes both oral and visual disclosure.
